bomb threat. fremont police are investigating still. one parent said there was a similar threat made on facebook about a week before this incident. she says this has a lot of parents on edge. in that case, it was a male. and in this case, it what -- it was a female. we've noticed an increase in police presence. there's bun patrol car here since 4:00 when we arrived. we expect more later this morning. tara moriarty, ktvu channel 2 news. a magnitude 4.6 earthquake shook the north bay overnight. this is a look at a map from the usgs website. the quake hit just after 2:00 a.m., about 14 miles northeast of healdsburg. even though it was a larger- than-usual quake for the area, it does not appear a lot of people felt it. the sonoma county sheriff's department said it only took two calls about the quake. no reports of damage. a new earthquake warning

system just passed in southern california. coming up at 7:19. how this could change the way we respond to quakes in the future. we're following developing news. we're getting word of another carnival cruise ship in trouble. this time it's a cruise ship stucks in phillipsburg on the island of saint martin in the eastern caribbean. several passengers are telling stories of power outages and overflowing toilets. this is file video of the carnival dream. the coast guard has been in touch with the ship's captain and he told them of trouble with the propulsion system. this comes a month after a fire crippled a ship in the gulf of mexico. coming up at 7:45, we'll have an update on this ship's situation. to our continuing coverage of the election of a new pope. this morning, pope francis delivered a bouquet of flowers to the altar at a basilica in rome.

he prayed for the virgin mary for the health and safety of rome. the pope is known as being a very humble man. the vatican didn't release any photos of his ride to the church. we're told he took a simple vatican car, rather than the famous pope mobile this is the vatican. the pope will lead a special last inside the sistine chapel. these are live pictures. the crowd there at st. peter's square, a lot smaller than last night. but there's still a lot of tourists out there on this very clear afternoon at the vatican. [ cheers ] >> and then there was this -- the appearance of the white smoke from the copper chimney of the sistine chapel. there were cheers of an estimated 100,000 people packed into the square and officially pope francis greeted the public at 12:21 pacific time. it is 7:05.

coming up on 7:14. six flags in vallejo is doing damage control. this is following a video that's making the rounds on the internet. it shows an animal trainer repeatedly punching a white tiger in the face. the tape has prompted a lot of angry phone calls since it surfaced this week. however, the owners of six flags say that video was taken ten years ago and a trainer was fired shortly after the incident. a government whistle-blower says the department of veterans withheld information about gulf war syndrome and ignored suicidal veterans.

at this hearing coughlin testified that veterans identified as suicidal in the studies were not offered followup care. well, president obama heads back to capitol hill today meeting with senate republicans and house democrats. it's the president's third trip this week to meet with lawmakers. he's trying to get republicans and democrats to agree on a budget. yesterday, senate democrats unveiled their budget plan calling for increases in both spending and taxes. the republican budget plan focuses on cutting spending. president obama will release his budget ideas early next month. and now we're finding out how various government agencies are implementing those automatic sequester spending cuts that took effect march 1st. the interior department, for instance, will cut visiting hours at all 3998 national

parks and -- 398 national parks and they are not hiring thousands of seasonal workers. the agricultural department is cutting travel spending. that will mean 2100 food safety inspections and the transportation department will start furloughing air traffic controllers next month. that is expected to cause flight delays. 7:16. you may not know this but your banking information is already available to the fbi. as ktvu's kyla campbell reports from our washington, d.c. newsroom, the obama administration is now making a push for all spy agencies to have the same access. >> reporter: there's a report out from "reuters" and it says there is a treasury department document stating the obama administration wants to give all u.s. spy agencies access to a massive financial database. right now, only the fbi has full access to the database. other spy agencies like the cia

and national security agency have to file case by case request to get that same information. and "reuters" says the white house is taking action so the agencies can have unlimited access. banks have to report any cash transactions over $10,000 as suspicious and they get put into this database. "reuters" says banks often overreport to be safe and that puts americans with no criminal instent in the spotlight of the federal government. >> we also to make sure that we're giving it sufficient oversight that congress is paying attention as well as the privacy information. >> reporter: expanding the bank account access to all of the agencies is legal under the pinpoint act. we'll explain who they are exactly trying to track down in

all of this when i see you next. kyla campbell, ktvu channel 2 news. china claims the coca-cola soft drink company is threatening that company's national security. some coke truck drivers are accused of illegally using hand- held gps devices during routes in china. coke says the devices are sold widely in stores and they improve delivery time. but they bring up border concerns. coke is shutting down a production facility in sacramento. the bottling plant has been a fixture on stockton boulevard since 1936. it produces 9 million cases each year. two months ago, coke bought the entire operation from the family which owned the building. coke says it has too many facilities across the valley and the plant's 60 workers will likely lose their jobs if they cannot find work at other coke

facilities. angry surfers and activists plan to break through a metal barrier that's been blocking to this beach. the gate was installed after the beach was sold. this comes days after the new owners of the beach were sued. in berkeley, a high school student is recovering after being beaten and robbed yesterday blocks from his school. the victim goes to berkeley technology academy. his school and a nearby preschool were all locked down for about 30 minutes while police were searching for the suspect. the boy was taken to the hospital. his injuries described as minor. so far no arrests have been made. 7:19. new this morning, physical physicistists say they are positive they have discovered

the god particle. they say the subatomic particle explains why matter has mass. it's considered a missing cornerstone in the fussy of physics -- study of physics. a southern california earthquake warning system just passed a major system. on monday, the system gave scientists a 35-second warning before a 4.7 quake in riverside county. now, that may not sound like much but scientists say it can be enough time for people to take cover or to shut down trains. scientists say the system does not predict earthquakes but detects the -- but detects the very pulls of energy when there -- very pulses of energy when there is a rupture. there's some fog for you to deal with. look at that. that's a live picture. here comes the sun after more warm weather ahead for you.

p:23. godaddy is hiring and they are looking for talent right here in the bay area. the arizona-based company was part of a tech job fair at uc berkeley yesterday. a representative from godaddy said she traveled 700 miles to be there. last month, a company opened a new silicon valley office and are planning to double the size of the south bay work force in the coming months. >> we're hiring in sunnyvale, denver, we're hiring in arizona, which is where we're headquartered, and we're looking at other locations as

well, including international. >> the sunnyvale office opened with about 40 employees. they are looking to fill about 20 jobs. b.a.r.t. wanted to install new vinyl seats to replace the cloth seats but the seats are so popular, b.a.r.t. was considering putting them on an additional 139 cars. the company doing the work, though, says it will not be able to do the job, so b.a.r.t. must start a new bidding process for that contract. speaking of b.a.r.t. and traffic, let's check in with sal castanedo. it's a little slow in san jose. >> that's right. we had an earlier crash on northbound 101 at mckee. it took them a while to get it out there. it was kind of a serious crash. 280 has been the alternate. people have been bailing on 101. you can see it's backed up out of downtown. 101 is still very heavy. so is 85. kind of off to a bad start for the santa clara valley commute. we've been looking at some of the other commutes around the

at the sistine chapel. religious analysts are now taking a look at his record. craig boswell is live in rome. there's a lot of on the pope's views on some of the modern views. which direction was this pope lead in that regard? >> reporter: good afternoon, rome time. good morning to you. very, very conservative, strict opposition to gay marriage, strict opposition to contraception, strip opposition to women being ordained as priests. he's not believed to be a reformist, someone who will push for changes on those issues in the church. the former officer archbishop -- the former archbishop, he's known for taking the bus to work and turning down the palace of the archbishop there

in buenos aires. there's a strict opposition to the modern ways of the church and polls have shown that a lot of catholics believe in contraception. there's talk of ordaining women in the church. there's kind of a contradiction here. it's gonna be very interesting to see how this tension works out. tori? >> craig, tell us a little bit about what's planned for today. what is gonna be his agendaen to the first full day -- agendaen to the first full day of -- agenda on his first full day as pope? >> reporter: he was going to meet with pope benedict xvi today. that meeting was called off. it won't happen tomorrow either, i'm told. but he did speak with pope benedict xvi by phone last evening. so they have talked with one another. as you mentioned in about an hour and a half, he will join with the cardinals again inside the chapel for physical first mass as pope francis. on sunday, he will do the

traditional angellist blessing. >> what's the mood like there? does it still feel like euphoria there? >> reporter: it's a certain business as usual. people got back to work. when everything was going on at st. peter's square, there was no traffic. it's business as normal but yet there's a sense of optimum. the work has gotten done. everyone seems pleased with the choice. they think it's a good choice. there is a sense -- you know how it is after an election. there is a sense of renewed hope and a sense of we have someone in charge, let's move forward. >> it looks like the skies are somewhat cleared behind you. you don't have the rainy

7:33. police in concord investigating shots fired at two buses. both shootings happened yesterday on clayton road. the windows on both buses were damaged. luckily, in one was hurt. so far, no suspects or arrests. if you have any information, call concord police. the chp says the car of a milpitas police officer was rammed by the driver of a ford bronco in san jose. it happened about 4:00 this morning on 680 north near berryessa. the driver of that bronco was taken to the hospital. the chp investigation continues. >> any time that you are involved in a collision where someone hits you, we don't know if they are doing it on purpose or it's strictly an accident. better safe than sorry. >> reporter: the police officers involved were not hurt. and 8-year-old girl is recovering from major injuries. the napa valley register

reports it happened yesterday at cams and laurel street. the little girl was flown to the hospital. have not given us any information about the circumstances of the accident or whether the driver will be facing charges. 7:34. surfing the net is about to get a lot faster in one silicon valley city. janine de la vega is live with information on the big announcement. good morning, janine. >> reporter: well, yes. downtown san jose is going to have a fast, free by-service. it's -- free by-by service -- fast, free wi-fi service. this service is being celebrated here at city hall at a ceremony. the service is at a minimal cost to the city. wi-fi service has been placed on street signs and buildings that simultaneously support

thousands of users. the city will offer one of the fastest networks in the country. san jose leaders see this service as a must-have and companies downtown want to attract tech-savvy individuals. so many do business in out door cafes and so being -- out door calffies and so being connected is important. this is going to be a much improved service. we checked on ruckous wireless and they will have a cutting of the ethernet and will do that ceremony starting today here at city hall at noon. reporting live from downtown san jose, janine de la vega, ktvu channel 2 news. >> all right. 7:35. all right. what would you do to save $2? some commuters on the bay bridge have been couple pulling over to the side of the road to avoid paying that higher toll. ktvu's brian flores is live at the bay bridge right now and

you say this is a growing problem. >> reporter: yeah, this is a growing problem but it's not a new problem. good morning to you. people have been doing this since 2010, since the tolls started to be based on traffic congestion. you are looking at the bay bridge. traffic is moving smoothly. just before 10:00 a.m., cars can be seen as pulling over. they are wait for the clock to go from 9:59 to 10:00 because the toll goes down. but the chp says this can be dangerous. there are a handful of commuters around 9:45 will start to pull over to the side somewhere or slow june traffic long enough until the clock says 10:00. that -- slowdown traffic long -- slow down traffic long enough until the clock says

10:00. >> i've seen 25 cars pulled over to save $2. >> reporter: police say they enforce it like carpools. they've been aware of the problem but there's no clear- cut solution to the issue. back out here live, people, again, around 9:45, will start to pull over to the side of the road. traffic here along the bay bridge, moving slowly but they say there's no clear numbers on how many violaters there are out there when it comes to this issue. if you are caught, chp says you could be paying as close to $150 to $300. a huge headache. hopefully there's not a huge headache on the roadways. sal castanedo has more on that. good morning. >> good morning. the slowest traffic is the santa clara valley. we had an earlier crash on 101. that sent people to 280 and 85. it also looks like the fog is moving in. northbound 280 is slow. there was an earlier crash right at the 880 interchange at the shoulder. there have been a lot of fender-

benders, but the more serious problem at 101 and mckee was in the lanes for a while. they finally cleared it. but traffic is backed up into southern san jose. let's take a look at the bay bridge toll plaza. right near where brian is standing. it's about a 25 to 30-minute wait getting into san francisco. no major problems on the bridge itself. the fog is not as low as it was the other day. we can see all of the toll plaza here. i want to mention contra costa county southbound 680 right near treat boulevard, there's a crash on the shoulder. traffic is going to be busy from after that point down to walnut creek kind of normal. 24 is moderate to the tunnel. 80 westbound is slowing out of richmond into el cerrito. let's go to mark. good morning to you. we're taking our live camera out, looking out towards mt. diablo. isn't that beautiful? you can see a few high clouds and the sun coming up. we have fog-free conditions but not too far away. a very pretty sight. the nice colors to start out your thursday morning.

the markets are due for a correction at some point. but right now in early trade, the dow is looking to extend its recent winning streak to ten days, the last time it was up nine days in a row was 16 years ago. taking a live look at the big board, the dow is up 59 at 14,514. the s&p also just a few points away from its record close. right now, it is up 5 at 1516. the nasdaq is also up 10. now, the main reason for today's surge of the stock

market, the labor department says the number of new jobless claims hit a five-year low last week. the government reports new claims fell to 332,000. that's down 10,000 from the week before. it's also down almost 13% since november. the drop shows fewer layoffs are creating new strengths in the job market. a dream becoming a nightmare for another group of cruise ship passengers. ktvu's pam cook is in our newsroom now to tell us about more problems for carnival cruise shrine. >> about one month after that engine fire on that ship in the gulf of mexico, there's another ship stranded because of power problems. this time the ship is at port. the darn val "dream" is in the eastern caribbean on san martin. several passengers are tweeting messages of power outages and

overflowing toilets. the coast guard says they are in regular contact with the captain but everyone has to stay on board. >> they are being kept on for accountability reasons. they believe this can be a quick fix. if they would fix it, it would be an accountability issue of trying to get everyone back on board. >> i just checked the facebook page, the company says all systems are functioning normally and that the company is restored but that the ship remains docked in the crew can -- until the crew can work on the issue. there are a lot of comments on the website. in the next hour, more comments from passengers on board and some people getting ready for a cruise. pam cook, ktvu channel 2 news. 7:45. a gunman suspected of shooting six people in upstate new york has himself been killed by police. police were in a standoff with 64-year-old kurt meyers since yesterday. they say he set his apartment on fire, then drove to a barber

shop and shot four people, killing two of them. then he went to an oil chain shop and killed two more people. police then cornered meyers in an abandoned building. >> there was no apparent rational motive, to the best of our knowledge at this time, to provoke these attacks. >> police went into that building this morning. they found meyers in the basement. they stay meyers shot a police dog. police fired back, killing him. well, senator dianne feinstein's assault weapons ban will probably be approved today. it's expected to go through on a party line vote but it will have a tough time when it comes to the senate vote. feinstein says she needs all of the help she can get because she will be facing what she calls an 800-pound gorilla, the nra. silicon valley investors is

announcing ways to curb gun violence. capitalists and other investors have formed the technology committee. they will be joined by parents of victims of the newtown school shooting. it will be at the bill graham civic auditorium. a policy to ease overcrowding in state prisons may be responsible for a rising number of sex offenders violating their parole. the san francisco examiner reports the number of sex offenders who have violated parole in california increased 15% since a realignment policy took effect 17 years ago. in san francisco the number of sex offenders violating parole rose from 72 to 84. the realignment policy calls for parole violaters to be sent to county jails instead of prison. many serve little time there due to overcrowding. we're now hearing that keith observerman and current

tv have reached a testlement in a $50 -- keith oberman and current tv have reached a settlement in a $50 million. the network said oberman breached the terms of his contract. samsung will unveil its latest debut of the galaxy. technology analysts say the update from the 3 could feature i-tracking technology. it is also expected to have a 5- inch screen and 13 megapixel camera. now, apple's senior vice president tried to steal a little thunder from samsung's launch. he did something unusual.

he talked about another company's products. phil schiller reminded the reporters the iphone 5 is the best-selling device in the 4th quarter of last year. he also says apple lure's four times as many android smartphone owners to buy iphones as apple loses to its rivals. amazon cutting the price of the 8.9-inch kindle fire tablets. the new price for the wi-fi version is down 10%. the 4 version goes for $400. a 20% drop. amazon says it's able to lower the price because it has increased production an also cut costs. amazon does not release sales figures. so it's really hard to tell if that's actually the case. google plans to eliminate an app that saves people a lot of time. google is doing what it calls some spring cleaning. the one that's drawing the most attention, though, is google

the cost of renaming san francisco international airport, may be a lot less than first thought. david campos has been pushing to rename the airport after former supervisor harvey milk. at first the name change was estimated to cost about $4 million. but there are new estimates that put the price at about $350,000. that's only if the city changes the main sign at sfo, not the freeway signs leading to the airport. a landing gear problem may have caused a small plane to skid off a runway in san jose. it happened last night at reed hill view airport. the landing gear collapsed and the wings broke off part of the plane. both people on boardwalked away unharmed. 7:54. a new effort is underway to allow some bars to serve alcohol in the 4:00 a.m. a supervisor said this could

students in pleasanton keeping their kids home because of a specific threatening note mentioned today. tara moriarty has been out there since 4:30 this morning. earlier, you talked to members of the cheerleading squad. tara? >> reporter: that's right. investigators believe the person who wrote this note was a girl, although they do say most of the time, it's boys who actually carry out these acts. if you look behind me, you can see that campus school is getting underway. they are taking this threat very seriously. the school's goal is to catch whoever wrote the float to get them some help. some parents say they will send their kids to school. others will not. there's no lockdown. we've blurred out the profanity but it read "i hate everyone at this school. watch me shoot everyone on

march 14th. i swear to god." >> i feel bad for the person who wrote it. i hope whatever was going on that day or whatever is going on with them, like, gets better in time and they realize it's just high school and they have more to go. there's more to come. >> unfortunately, you have to react in some way, you know, you have to make the community feel good about your security. you bring in extra people, you bring in police. you can't take it as a joke. what if on the odd chance something happens and you don't do anything and then everything will be all upset. >> reporter: in total, police are on alert at four schools. in tracy, and across town, they evacuated tracy high school, after two notes including one note regarding a bomb. fremont police are still investigating a bomb threat

-- there was little damage and no injuries. fire investigators in antioch are looking for the cause of a house fire that caused an estimated $200,000 in damage. it happened at 4th streets. firefighters arrived to find smoke and flames poring out of the victorian home. they say the fire started in a rear bedroom and say an elderly woman who lived at the home was not there at the time. 8:05. alameda county sheriff deputies arrested a who tried to escape from them by jumping into the oakland estuary. this started around 5:45. deputies spotted a stolen car in the oakland aquatic center. they say the driver took off, leading them down a chase -- on a chase down the embarcadero. then the driver got out of the car, jumped into the oakland estuary and swam away even hiding on a boat before he was arrested. well, this morning, the police are busy investigating

an exchange of gunfire in east oakland. it happened about 8:30 at seminary and bromley avenues. police have given us very few details so far but say no one was hit by the bullets. streeted were closed down. the -- streets were closed down. a helicopter was overhead during the investigation. 17 suspects during the crime sweep in oakland last week have been charged. the charges range from assault on a police officer to conspiracy to commit murder. prosecutors filed 30 felony counts against suspects who police say are members and associates of the east oakland kang case boys. police say -- gang case boys. police say this is a long- running dispute against another gang known as the money team. we want to check in with sal. things still pretty? >> you've been catching me doing all of my work here. it's been kind of busy on a thursday, as some people like to say, friday eve.

the westbound bay bridge has been busy. this morning 25, 30-minute delay getting into san francisco. no major problems on the upper deck of the been. it's fallen into a pattern where you wait for a half-hour and then you are off into san francisco. that takes about ten minutes. that's the better part of an hour of trying to get in unless you are in the carpool lane and that's much faster. 880 northbound, some of that fog in the bay is beginning to move onshore or inland if you will. the visibility is not as bad. yesterday, we couldn't see any of this until about this time. today, the visibility is a little bit better than that. marin county between novato and san rafael, slow traffic from 37 to central san rafael, it's slow. no major accidents there. the south bay, i think unfortunately has not had a food day. we had an earlier crash on 101. that means that 102, 208 and 85 all took the brunt of this traffic. it's slower than it normally is getting into cupertino, mountain view and sunnyvale. let's go to mark.

here is our live camera looking at the fog. we talked about the fog otherrer the past couple of mornings. there's there's the golden gate bridge. very low visibility. there's that compressed follow bank. once again, we're dealing -- fog beige. once again we're dealing with pockets of dense fog. not as widespread but it is locally dense. what's happening -- typically, what happens, you get the fog that rushes onto the bay and it targets these areas, richmond, albany, berkeley, and emeryville. you get that pocket, that thin ribbon of fog that pushes towards those regions. dense fog advisories also posted for parts of the coastline, even out towards oaks beach, i saw some thick fog. down the san mateo county coastline extending down to santa cruz county, that dense fog advisory until 9:00 this morning. the visibility is coming down to less than a quarter of a mile. already 8:00. we're showing you some 40s. not much of a change.

san francisco, 48, hayward, 49 and antioch at last check, reporting 53 degrees. high pressure, this really warmed us up yesterday. temperatures have peaked for the week. as the system moves out to the east, we'll shave off a few degrees. on average, about 3 to 6 degrees cooler. we have this, all of the high clouds moving in. we had the fog this morning and then way up above, we have the high clouds that produce filtered sunshine later on this afternoon. our forecast model picks up at 12:00 and 1:00. pretty much the same story at 4:00 and 5:00 and into the evening hours. beginning at 9:00 a.m., fog. at noon, still foggy and then mild to warm, 60s to the 70s. the warmest locations -- no more 80s. warmest locations out to santa rosa and fairfield. san jose forecast high of 474.

locally dense fog near the coast and bay. here's our live camera. we get relatively clear skies at one point and then all of a sudden there's that fog bank. president obama heads back to capitol hill today to meet with senate republicans and house democrats. it's the president's third trip to meet with lawmakers. he's trying to get republicans and democrats to agree on a budget. yesterday, senate democrats unveiled their budget plan calling for increases in both spending and tactses. the republican budget plan focuses only on cutting spending. the president will release his

budget proposal early next month. a new report from the "reuters" news agency says the obama administration wants to give spy agencies more access to your banking information. ktvu's kyla campbell in our washington, d.c. newsroom and you just talked to someone at the treasury department. kyla? >> reporter: the treasury department tells me it cannot comment on this document that "reuters" reports. the treasury department tells me its financial crimes enforcement database includes banking information of some americans, not all, and others who bank in the u.s. by law, banks have to report any suspicious activity to the federal government so it can be filed in this database. that includes, for example, any cash transaction of $10,000 or more and other activities the feds believe could be linked to

terrorist activity or financial fraud. the "reuters" report says the fbi is the only u.s. spy agency with full access to this database. it goes on to say, the obama administration wants other agencies, like the cia, and national security agency to also have unlimited access. some privacy experts think the database would be too inclusive. others say the average american is not going to ping the interest of the fbi or the cia. >> what they are looking for is large cash transfers, suspicious activity coupled with other suspicious actions. country of origin, strange travel, other large money transfers that might indicate something funny's going on. >> reporter: she says expanding access to this financial database for these other agencies would be legal under the patriot act. and the treasury department assures me all of these agencies have to protect that private banking information under the bank secrecy act.

welcome back. it's been almost a full day now since cardinal jorge mario bergoglio became pope francis. he's now the 266th pontiff and the first from the americas. craig boswell has been reporting from rome all week. good to see you again, craig and tell us about the special mass that will start in just about a half-hour from right now. it's about 4:30 rome time. we're about 30 minutes away from the first mass. it's been a busy day for the new pope. it began very early this morning as he went through rome's main basilica and went out to meet some people. kind of doing what he does. going out to meet the people and everyone is still talking about his appearance last night when he flipped the script on everyone, instead of traditionally blessing everyone there in the audience, the

and gang graffiti was spray painted on the walls. thieves even stole a park's dog waste dispensers. damage is estimated at $5,000. 8:34. some bay bridge drivers have found a way to avoid the higher tolls on the bay bridge just before the price goes up at 10:00 a.m. ktvu's brian flores live at the bay bridge, you've been out there since 4:30 this morning, you know how the chp is warning those drivers, brian. >> reporter: hi, dave. it's a growing problem but by no means is it a new problem. it's been going on since 2010 since planners introduced tolls based on the time of day and traffic congestion. as we take a look at traffic congestion, traffic through the bay bridge toll plaza is moving very slowly right now. just before 10:00 a.m., about an hour from now, some cars can be seen pulled over or even stopping traffic. it has nothing to do with car problems. everyone to do with saving money? as they wait for the clock to

go to 10:00 a.m. that's when the toll goes down from $6 to $4. the chp says this is dangerous. they say there are a hand full of drivers, some -- handful of drivers that at 9:35 in the morning will either pull over the side somewhere or slow down traffic long enough until the clock says to be and that's when they will pay $2 left. the chp has pulled over hundred of cars. >> the best thing, patrol the area and inform people. not a lot of people know it's illegal to park on the shoulder unless it's an emergency. so put more signs. >> reporter: the chp says that they give out hundreds of tickets on a weekly basis and they are out here every day. the officer that you just heard from said they would be out here. officials with the bay bridge, say they've been aware of the problem but there's no clear- cut solution to the issue. back out here live, there's a

spot about a fifth of a mile away where cars pull over. but there's no clear numbers of how many violaterses there are. they say if you are caught, you could pay upwards up to $150 to $300. traffic is moving again nicely through here through the bay bridge toll plaza. for more on traffic throughout the bay area, let's go to sal castanedo. >> thank you, brian. you are standing right knee where one of the cameras we watched the -- we watch the bay bridges and we'll look at that from the other angle. westbound bay bridge traffic at the toll plaza. you can see it right there and the traffic is not all that bad. in fact, the parking lot which is just off the screen to the right is where brian is and somewhere some people park for the administration building there. but the traffic there is backed up for a 20-minute delay. it was improved. it was 25 to 30 minutes earlier in the morning. also on the san mateo bridge, westbound 92. that traffic is moderate. the fog is not nearly as dense

here on the bridge. i got a tweet from someone saying it's dense in other spots. livermore valley, we have an accident westbound 580 near north flynn being moved from the right-hand side. slow traffic travel time, 32 minutes which is an improvement from grantline road from 680 south. let's go to mark tamayo. good morning. we have been keeping an eye on this. the fog bay moving around the bay. locally dense, especially coast side out towards ocean beach, pacifica, down towards watsonville and santa cruz. the fog returning, not as widespread as yesterday. but still somewhat of a factor. in the middle of the bay, a dense fog advisory in effect. also out towards the immediate coastline. reports up towards ocean beach but the fog advisory begins out towards the san mateo county coastline extending all the way down towards santa cruz and watsonville. it is in place until 9:00 this morning with visibilities coming down to one-quarter of a mile. temperatures are in the upper 40s to the 50s.

the look ahead to your five-day forecast, with your weekend always in view. no rain clouds just yet. we do cool things off a little bit especially for sunday for saint patrick's day. next week we'll bump up the rain chances. it's 8:39. we have new information this morning about allegations a sex offender was on a bus with south bay high school students. janine de la vega joins us live now to explain how it happened and what police just said about the accusations. good morning, janine. >> reporter: good morning, tori. that's right, police have confirmed that a sex offender was on a school bus with high school students from the east side union high school district. apparently this happened on february 13th. it was a field trip to deanza college involving students from silver creek as well as andrew hill high school. police say on the return trip back, a parent volunteer apparently let an unauthorized person ride on the bus with the students. here's what police had to say. >> that person that was on the bus was a registered sex

offender. now the school did not authorize this person, did not authorize the person to ride on the bus to or from the event. students were talked to by officers and each of the students did not say that they had any contact with this person at any time during their trip, either at the campus at deanza or on the return trip home. >> it's unknown if the parent volunteer knew the person was a sex off fennered. police say his registration was up to date as far as being registered as a sex offender but we don't know if he violated any of his teres by weeing on. school bus with the children. now -- terms of probation. how are you handling this?

>> we're doing our investigation. we are making sure that we have no holes in the policy so that in the future, this type of situation does not happen again. >> reporter: how did it happen? did that parent know the individual was a sex offender? >> i don't have that information. you have a parent who is wheelchair bound and it was -- was escorted by this adult and our staff allowed both to return back upon the bus which is a violation of our policy because they were not scheduled to be on the bus to begin with. >> okay. so this person who is a sex offender was only on the bus a return trip or longer? >> only on the return trip. they sat in the front seat with the volunteer parent with our staff behind them and then the students behind our staff. so at no time did this person, based on the preliminary investigation, have any contact with our students. >> reporter: how much of is a concern is this to you even though there was no contact with students? >> it's a concern there was a breach of our policy.

i understand the context why our staff member allowed the parent and this adult on the bus because of her handicapbation situation, but again it was a violation of our policy. it's a chance for us to make sure that we do not have any further holes in the policy and a chance do reeducate our staff. >> reporter: do we know how see yers -- serious of a offense this sex offender had in the past? we do not. >> reporter: thank you for talking to us. we plan on asking more questions and to follow up with police on their investigation on this. reporting live from san jose, janine de la vega, ktvu channel 2 news. thank you. 8:42. a big announcement today about free wi-fi in parts of the south bay. how this could even help drivers who need to feed the meter. another carnival cruise ship in trouble. what passengers are saying about the conditions on board.

tsa's screeners, they have all criticized this decision to allow the knives. pistole says the change in policy would free up tsa screeners to look for more serious threats like explosives. 8:49. a government whistle-blower says the department of veterans affairs withheld information about gulf war syndrome and ignored suicidal veterans. doctor steven cough lin was the lead author of two of the biggest studies conducted by the va on veterans of the war in iraq and afghanistan. at a hearing on capitol hill, the doctor testified that the va withheld research that proved a link between nerve was and gulf war illness. he also said that veterans identified as suicidal in studies were not offered followup care. new this morning, within the last hour, the senate judiciary committee approved senator feinstein's assault weapons ban. >> the measure was approved on a 10-8 party line vote by the democratic-controlled

committee. but the legislation will have a tough time when it comes before the full senate next month and feinstein says she'll need all of the help she can get because she'll be facing what she calls an 800-pown gorilla. that would be -- 800-pound go ril you will. that would be -- gorilla. that would be the nra. more than 20 venture capitalists and other capitalists have formed a committee to reduce gun violence. they will be joined by parents of the victims of the newtown, connecticut shooting at the bill graham civic auder toial. a preliminary hearing was due -- auditorium. a preliminary hearing was due to begin in the six defendants who bound and killed a man. police say the victim was found with a woman who was seriously

injured. prosecutors still haven't told us a possible motive but they stress that the defendants and the victims all knew each other. and that this was not a random crime. a man convicted in the chowchilla school bus killing will not be released from prison any time soon. the state denied patrol for james shownfield for the next three years. he's alled of kidnapping 26 school children and a bus driver in the central valley back in 1976. shownfield is serving time in san luis obispo. his brother richard was released in the bay area last year. nine minutes before 9:00. concord police are investigating reports that shots were fired at two buses. both shootings happened yesterday on clayton road. windows on both buses were damaged but no one was hurt. so far, there are no suspects and there have been no arrests. if you have any information, you are asked to call concord

police. new this morning, the chp says the car of a milpitas police officer was rammed by a ford bronco in san jose. this happened around 4:00 this morning on 680 north near berryessa. the driver of the bronco was taken to the hospital. the chp is investigating. >> it doesn't matter if you are undercover or in full uniform, any time you are involved in a collision where someone hits you, we don't know if they are doing it on purpose or it's strictly an accident. so better safe than sorry. >> the police officers were not hurt. 8:52. people are talking about a disturbing video from a bay area amusement park. the damage control that's tied to an animal trainer punching a tiker -- punching a tiger. good morning. some heavy traffic still remaining and we'll tell you more about the last part of the morning commute.

six flags doing some damage control. this is after a video that's making the rounds on the internet. look at this. it shows an animal trainer repeatedly punching a white tiger in the face. there have been a lot of angry phone calls since that video surfaced this week. however, the owners of six flacks says that video was from ten years -- flags says that video was from ten years ago. and the trainer was fired shortly after that incident.

the battle over -- the battle over this beach could continue today. a gate was installed a few years ago after the beach was sold. a group of surfers are suing the landowner of martin's beach for blocking access to the beach and closing the only road into the site. attorneys for surf rider say that they are going to sue. they filed the lawsuit on tuesday. b.a.r.t. wanted to install more of those new vinyl seats on trains. it's on track to replace the old cloth seats on 300 trains but the seats are so popular, b.a.r.t. was considering putting them on an additional 139 cars. the company dos the work says it just -- the company doing the work says it won't be able to handle the job. so b.a.r.t. must start a new bidding process for that contract. sal, how is santa clara valley doing? >> it's still a little bit busy, dave and tori because of
